Todd has been a professional urban planner since 1993 and has worked for the Capital District Regional Planning Commission since 1996. He has developed the Commission’s Geographic Information System; has lectured extensively on regional growth; and has been involved in numerous smart growth, sustainability, and watershed protection studies and programs. He has a Master’s degree in Urban and Regional Planning from the University at Albany, where he teaches a course on GIS. He also teaches urban planning at Skidmore College and is a member of the Saratoga Springs Planning Board.
