Rededication Ceremony – Juvenile Detention Facility 

On June 5, 2025, local and regional leaders came together to celebrate the rededication of the Capital District Juvenile Secure Detention Facility. The event marked the successful completion of a multi-year renovation and expansion effort that reflects the Capital Region’s commitment to youth justice and inter-county collaboration.

Albany, Rensselaer, Saratoga, and Schenectady Counties led the project, working together to modernize the facility and ensure compliance with New York State’s Raise the Age law. By combining resources and aligning goals, these counties created safer, more supportive spaces for justice-involved youth. This collaboration highlights the value of regional cooperation in driving meaningful reform.

Construction began in January 2023, and the team reached substantial completion by April 2025. As part of the improvements, the project added a 12 bed dormitory, expanded visitation areas, a new administrative wing, and a secure, enclosed sally port and intake space to improve privacy and safety. In addition, the facility now includes updated fire suppression and smoke alarm systems that meet current code standards. These enhancements were essential to meet both functional needs and regulatory requirements.

Technology enhancements also played a key role in supporting youth development. The facility now offers fiber internet and expanded Wi-Fi to improve access to education and vocational training. Furthermore, a state-of-the-art security system boosted camera coverage from 8 to 136, significantly enhancing safety. With these improvements, the facility is better prepared to serve youth in a more supportive and secure environment.

In terms of recreational spaces, the redesigned outdoor area includes a full basketball court, an outdoor gym, and picnic areas, features that promote physical activity, social interaction, and a sense of normalcy. To further advance sustainability efforts, a rooftop solar PV system now powers the facility and helps reduce long-term energy costs. Together, these upgrades reflect a holistic approach to rehabilitation and care.

Several leaders delivered remarks at the rededication ceremony, including Albany County Executive Daniel P. McCoy, CDRPC Executive Director Mark Castiglione, Brian Parchesky of Together for Youth, and Dr. DaMia Harris-Madden, Commissioner of the New York State Office of Children and Family Services. Their insights and leadership emphasized the importance of investing in infrastructure that prioritizes dignity, opportunity, and safety.

CDRPC proudly supports this initiative through the Capital District Youth Center, Inc., which is administered by the Executive Director, Mark Castiglione, who also serves as the facility’s chief administrator. Through this role, CDRPC continues to champion youth-focused solutions at the regional level.

Thanks to the collective effort of counties and state partners, the Capital Region now has a modern facility designed to uplift and empower the next generation.
