SUMMARY:Webinar: The Accelerated Renewable Energy Growth & Community Benefit Act: Implications for Local Planners
DESCRIPTION:May 12\, 2020\n12:00 p.m. – 1:30 p.m. \nThe newly enacted Accelerated Renewable Energy Growth & Community Benefit Act has received significant publicity for its reworking of the state-level review of large scale renewables by creating new Executive Law Section 94-C.  But the law also created new authority within NYSERDA for developing projects and revamped the process for transmission projects under Public Service Law Article VII.  It also initiated the first formal Public Service Commission proceeding addressing community benefits\, which may influence community benefit agreements on many types of projects.  We will examine the new law\, how the new regulatory environment may unfold\, and review potential impacts on local planning activities. \nCertificates of attendance will be issued to attendees to satisfy the training requirements for NYS planning and zoning board members. \nSpeakers: \nDaniel Spitzer\, Esq.\, Hodgson Russ LLP\nDan’s practice focuses on a wide variety of issues involving environmental law\, renewable energy\, sustainable development\, land use law\, municipal law\, and real estate development. In the renewable energy arena he represents municipalities\, developers\, land owners\, and financing entities\, from project inception through successful litigation\, including some of the largest wind farms in the eastern United States\, multiple utility and small-scale solar projects and landfill gas-to-energy\, geothermal\, biomass\, storage\, transmission\, and energy efficiency projects. He has guided many projects through the State Environmental Quality Review Act process and drafted numerous local zoning laws. He is a frequent speaker and writer on land use topics including as author of the initial draft of the Chapters on Annexation and Sustainable Design and Green Buildings in New York Zoning Law and Practice\, 4th\, edition. \nSarah Main\, Esq.\, Hodgson Russ LLP\nSarah concentrates her practice in energy and environmental law. She provides legal advice and guidance on energy-related transactions and regulatory compliance pertaining to solar\, energy storage\, land-based and offshore wind\, geothermal and electric vehicle infrastructure projects. She has experience advising on zoning and local land use requirements. DESCRIPTION:Planning board and zoning board of appeals members are required by state statute to obtain four hours of training a year. Town\, village and city zoning board of appeals and planning board members\, as well as county planning board members must receive training. \nCDRPC has historically organized two annual day-long workshops to provide this training. In light of NY PAUSE and the restrictions imposed in an effort to combat the spread of COVID-19\, CDRPC has cancelled our Spring Workshop\, an event that provided a full-day’s credits to board members. We recognize that Municipalities still need training outlets and have organized an ongoing and ongoing webinar series for participant to obtain credits. DESCRIPTION:Does your community have a Conservation Advisory Council (CAC) or are they participating in the Climate Smart Community or Clean Energy Programs offered by New York State?  Are you curious about these and other local efforts to implement environmentally friendly policies?  Attend the Local Climate Solutions & Conservation Roundtable\, Monday\, March 18\, 5:30 p.m. -7:30 pm\, to be held at the Trinity United Methodist Church\, 555 Joslen Boulevard\, Hudson\, NY.  At this free event\, municipal representatives from Columbia County and beyond will report on their unique experiences and learn from each other. Attendees will share their experiences and ask questions of others in a relaxed setting. \nTara Donadio and Jill Falchi-Henck\, Sustainability Planners with the CDRPC\, will provide information about how their office supports local communities in undertaking Clean Energy and Climate Smart projects\, including applying for state grants. \nCACs are created by local municipalities\, under New York State law\, to provide information and advise the town on topics related to open space\, natural resources\, and other topics. At present\, five municipalities in Columbia County have active CACs made up of volunteers\, who are engaged in public education projects as well as providing information to city or town boards on a regular basis. \nNew York’s Clean Energy Communities program aids municipalities with clean energy actions that “save energy costs\, create jobs\, and improve the environment.” Municipalities can access tools\, resources\, technical assistance\, and match-free grants through this program. Climate Smart Communities is a New York State program “that helps local governments take action to reduce greenhouse gas emissions and adapt to a changing climate. Benefits include leadership recognition\, free technical assistance\, and access to grants. \nThis event is sponsored by the Columbia Land Conservancy and the Columbia County Environmental Management Council.
