In August, the U.S. Census Bureau issued invitations to all municipalities to participate in the Local Update of Census Address (LUCA) program. This is the only opportunity for local governments to ensure that the Census has a complete address listing for the distribution of the 2010 Census survey. Furthermore, unlike previous years, non-participating communities will not be able to challenge the 2010 count of persons in their communities when the Census survey results are announced in the fall of 2010.
It is critical to ensure that all residents are counted in order to preserve federal funding allocations and retain Congressional seats. As such, CDRPC and the New York State Department of Economic Development strongly encourage communities to participate in the LUCA program since it is the single most important element in ensuring an accurate population count.
